Delhi Orders 50% Work From Home as Government Targets Winter Air Pollution
Delhi is set to introduce a major workplace change this winter, with government and private offices required to operate with only 50% physical attendance under the city’s winter pollution framework.
The arrangement is scheduled to begin November 1 and is designed to reduce daily commuting and associated vehicle emissions during the months when Delhi’s air quality typically comes under greater pressure. The remaining half of employees will work remotely under the announced arrangement.
The work-from-home decision is part of a larger package of measures announced by the Delhi government on September 28. The plan includes restrictions on construction and demolition, higher parking charges, staggered government office timings, vehicle restrictions and stronger enforcement of pollution-control requirements.
Government and private establishments will be expected to manage their workforce so that no more than half of employees are physically present under the winter arrangement. Essential services are excluded from the work-from-home requirement, allowing critical sectors to continue functioning without interruption.
Hospitals, public transport, electricity, water supply, sanitation, disaster-management agencies and pollution-control authorities are among the essential services identified for exemption. Their operations require physical presence and therefore cannot be shifted entirely or substantially to remote working.
The government is also changing office timings to spread traffic across the day. MCD offices will function from 8:30 am to 5 pm, while Delhi government offices will operate from 10 am to 6:30 pm. Officials expect staggered timings to help reduce concentrated traffic movement during conventional peak commuting hours.
Private companies have also been advised to consider measures such as staggered working hours, carpooling, ride-sharing and common buses. These arrangements are intended to reduce the number of individual private vehicles travelling to workplaces.
The work-from-home requirement is accompanied by a doubling of parking charges at authorised parking facilities. The revised parking rates will apply from November 1 to February 28, although parking facilities owned and managed by the Delhi Metro Rail Corporation are exempt.
Construction activity is another focus of the plan. Dust-generating demolition and outdoor civil construction activities will be prohibited from November 1 to January 31, with exceptions for essential public infrastructure. A complete ban on construction and demolition is scheduled from December 10 to January 20, subject to specified emergency and essential-work exemptions.
The government has also announced vehicle restrictions. From November 1 to January 31, non-Delhi registered vehicles below BS-VI emission standards will be prohibited from entering Delhi, while certain categories such as electric, CNG and emergency vehicles will be exempt.
The administration is also strengthening Pollution Under Control Certificate enforcement. Officials have announced measures involving fuel stations, automatic number-plate recognition systems and action against end-of-life vehicles.
The new framework represents an effort to prepare for winter pollution before severe conditions emerge rather than relying only on emergency restrictions after air quality deteriorates. The permanent winter framework is scheduled to operate annually from November 1 to February 28.
