Trump Unveils Essar-Backed Iowa Steel Project With 10 Million Ton Annual Capacity
President Donald Trump has unveiled plans for a massive steel manufacturing complex in Iowa backed by India’s Essar Group, with the facility expected to reach approximately 10 million tons of annual steel production after full development.
The project will be constructed by Mesabi Metallics, a Minnesota-based company owned by Essar Group. Trump announced the development during a White House event on September 28, calling it the largest steel plant in American history.
The planned investment in the Iowa mill is approximately $15 billion. When combined with the company’s investment in its Minnesota iron ore operation, the overall US investment associated with the project has been reported at around $18 billion.
The plant is scheduled to begin steel production in 2030. Its first phase is expected to produce approximately 7.5 million tons of steel annually before expanding toward the full capacity of around 10 million tons.
The project is designed to rely on iron ore from Mesabi Metallics’ Minnesota mine. The company has invested approximately $2.5 billion in the mining and pelletizing operation, which is being developed to supply the steelmaking project.
This integration is one of the defining characteristics of the development. The project is designed to keep much of the steel production chain within the United States, from extraction of iron ore to production of finished steel.
The planned facility would add substantial steelmaking capacity to the American market. The White House has framed the project as part of efforts to rebuild domestic manufacturing and strengthen US industrial supply chains.
Employment is another major part of the announcement. The project is expected to support up to 6,000 construction jobs, while approximately 1,750 permanent positions are projected in Iowa. The Minnesota mining operation will provide additional employment.
The project could also have an impact on communities beyond the plant itself. Large industrial facilities typically require transportation, equipment maintenance, engineering services, construction contractors and other supporting businesses. The White House estimates the project could contribute $95 billion to the US economy over its first ten years.
Trump has connected the investment to his administration’s steel tariff policy. The United States has imposed a 50% tariff on imported steel, a measure Trump says encourages manufacturers to produce inside the country. The policy has also raised concerns about higher input costs for companies that use steel in products such as vehicles, appliances and machinery.
The Iowa announcement also has a political dimension because it comes ahead of the 2026 US midterm elections. Iowa has competitive races this year, and Trump appeared at the White House event with Iowa political figures. However, the industrial project’s proposed investment and production plans are separate from the political context surrounding the announcement.
For Essar Group, the development represents an opportunity to establish a major integrated steel operation in the United States.
The project remains a multi-year undertaking, with production not expected until 2030. If the planned expansion reaches its target, the facility would become one of the world’s major steelmaking sites and the largest in the United States by annual production capacity, according to the White House.
