From Exam Complaints to Systemic Reform: Why Jharkhand Students Are Continuing Their Protest

What began as a protest over alleged irregularities in recruitment examinations in Jharkhand has now developed into a wider demand for changes in the state’s examination system.

Student representatives and the Jharkhand government have held several rounds of discussions, but the latest talks failed to produce a final agreement. The continuing deadlock has kept thousands of aspirants focused on their demands and has increased pressure on the administration.

At the heart of the dispute are allegations concerning examinations conducted by the Jharkhand Public Service Commission and Jharkhand Staff Selection Commission. Protesters argue that recruitment examinations must be transparent, reliable and free from irregularities because the results directly affect the careers of thousands of young candidates.

The government has formed a special ministerial committee to engage with the protesting students. Discussions have been held with multiple student groups, including the JPSC-JSSC Reforms Manch, NSUI, Jharkhand Chhatra Morcha and Adivasi Chhatra Sangh.

The talks have revealed that the student movement has several demands rather than a single point of disagreement.

One important demand is the cancellation of the 14th JPSC Civil Services Examination. Students have also sought investigations into examinations where they suspect irregularities and action against those found responsible.

NSUI has proposed that the state establish a Jharkhand Testing Agency, which would create a dedicated institutional mechanism for conducting recruitment examinations. The proposal reflects the protesters’ broader demand for an examination system that candidates can trust.

The Adivasi Chhatra Sangh has raised another issue involving the use of tribal and regional languages in recruitment examinations. It has demanded that these languages be included as qualifying papers and that examinations affected by irregularities be cancelled.

The government has said that it is willing to consider comprehensive reforms. It has also opened an official email channel for suggestions from aspirants and other stakeholders. The administration says these recommendations will be considered before final decisions are taken.

For students, however, the distinction between consultation and action is crucial.

The protesters have repeatedly stated that they want formal orders and concrete decisions. Until those decisions are issued, they have indicated that the agitation will continue.

The protest has also taken a serious human dimension. Student leader Devendra Nath Mahto has been on an indefinite hunger strike at Jaipal Singh Stadium. His health reportedly deteriorated on Sunday, with his blood glucose level recorded at 53.

The situation has also attracted political attention. Union Minister Annapurna Devi has demanded Chief Minister Hemant Soren’s resignation over the examination controversy. The government, meanwhile, continues to defend its approach of dialogue and reform.

Investigative agencies are also examining the allegations. Nineteen people have reportedly been arrested in connection with alleged JPSC examination irregularities, while former commission chairperson L Khiangte has been questioned repeatedly.

The students’ decision to continue their agitation indicates that the controversy is now about more than one examination.

For aspirants, the central issue is trust. They want assurance that recruitment examinations are conducted fairly and that allegations of wrongdoing are investigated transparently.

The government now faces the challenge of converting its stated commitment to reform into specific decisions that protesters can accept.

If negotiations result in concrete action, the protest could move towards resolution. If not, the planned Assembly march and continued mobilisation could intensify the dispute further.
